Healthy but Safe with Generic Drugs.

The biggest component budget in health care is drugs which can reach until 70% from healthcare budget total. Therefore, intervention of drugs using is a strategic effort in controlling health service budget.


To give drugs alternative for people by guarantee quality, affordable price and sufficient drugs providing, government has launched Symbolize Generic Drugs (OGB) since 1989. “ Trends of national drugs market showed positive progress during the past 5 years which was 23.590 billion rupiahs in 2005, become 32.938 billion rupiahs in 2009. While generic drugs market showed decreasing trend 10.0% from 2.525 billion rupiahs become 2.372 billion or 7.2% from national market. The decreasing of generic drugs towards national drugs market showed there was inefficient drugs budgeting”, said by Menkes dr. According to Minister of Health, one of the caused of the decreasing of symbolized generic drugs market is the low of people knowledge about Symbolized Generic Drugs so that the progress opinion that OGB is the second level drugs, unguarantee quality, and so forth. Infact, the rules in producing and marketing OGB product is relatively tight, one of them is pharmacy industry has to has certificate of a good method of producing drugs and through a tight control from Food & Drugs Agency (BPOM)

She added that, to reach Millenium Development Goals (MDG’s) like decreasing maternal and infant mortality rate and decreasing all transmitted diseases have to supported by safe, drugs accessibility, useful, mutual and guarantee in number and types of drugs suitable to health care needs. Besides that, drugs budgeting efficiency through health/medicine account application and economy pharmaco principal.

The provision of OGB in sufficient number and types and its accessibility by people, need to be supported in government and private health care facility, said Minister of Health.

Realizing that fact, government has revitalized the duty of generic drugs prescription in government service facility by publishing Ministry of Health Decree No. HK.02.02/ MENKES/068/I/2010 about Duty of Using Generic Drugs in Government Health Service Facility, explained Minister.

“Through this decree, doctor in health center and government hospital have to store generic drugs prescription to be taken in health care facility or in any drug store. Pharmacist also given an authorization to substitute commercial brand drugs with generic drugs which both of them has active component, of course with the agreement form doctor/patient.

The implementation of that decree was supervised in level and managed by Minister of Health Decree No. HK.03.01/MENKES/ 159/I/2010 about Guidelines of Generic Drugs Using Provision and Guidance in Government Health Service Facility. As a part of guidance, the violation of prescription duty can be charged by administrative sanction based on the applicable terms.

Basic Health Research (Riskesdas) 2007 showed that hypertension prevalence (18 years old above) was 31.7%. If 7.2% patient were detected by health personnel and 25% of them get therapy using generic drugs (Kaptopril), nationally, it will give saving potential: 4.2 billion rupiahs per year comparing with using originator drugs or other commercial brand, said Minister.

“School to School” program, healthy but safe with Indofarma Generic Drugs” is one of effort to educate people that health effort can be affordable if we address it rationally. This program will be held in 5 cities such as Jakarta, Bandung, Semarang, Yogyakarta and Surabaya with target are: students, teacher and students’ parents of Primary School, Junior High School, and High School/Vocational School. It consist of ± 6.000 teachers and students’ parent or ± 24.000 people (it assumed a parent with two children). They get informed about generic drugs in 5 (five) big cities through 145 Primary Schools.

Through this program, Minister of Health can raise teacher and students’ parent’s awareness about generic drugs, support their trust to use generic drugs as a right drugs to be chosen, and dare to ask generic drugs to doctor when they have consultation or to pharmacist when they give prescription in pharmacy.

Minister asked this program can be broaden into 33 provincial capitals, have corporation with health office, Educational Office, Scouts and other Youth Organization, and Educational and Youth Observer.
“Teacher is Model, while youth are changes agent, so the early understanding of health effort including generic drugs will give a significant contribution in improving the using of generic drugs and health budgeting rationalization.
